Government Tender & Compliance Specialist (Advertising Agency)
Role Overview
Looking for a detail-obsessed, process-driven professional to manage end-to-end government tender documentation, compliance, and submission for a fast-growing advertising and creative agency. This role sits at the intersection of legal, finance, and business development ensuring that every bid we submit is accurate, competitive, and fully compliant.
Key Responsibilities
1. Tender Identification & Evaluation
- Track and identify relevant government tenders via portals like GeM (Government
e-Marketplace), eProcure, Tender Tiger, state procurement sites, etc.
- Analyse RFPs/RFQs to assess eligibility, scope, and feasibility.
- Highlight key requirements, deadlines, and risk factors to internal teams.
2. Documentation & Compliance
- Prepare and compile all tender documents including:
1.Technical proposals
2.Financial bids
3.Company credentials, case studies, certifications
- Ensure compliance with all government norms (eligibility criteria, formats, declarations, EMD, etc.)
- Maintain a repository of updated documents:
1.GST, PAN, MSME, ISO certifications
2.Past work orders, client testimonials, agency credentials
3. Bid Submission Management
- Manage complete submission process (online/offline)
- Handle portal uploads, digital signatures, and bid finalisation
- Coordinate with internal teams (creative, finance, legal) for timely inputs
- Ensure zero-error submissions before deadlines
4. Financial & Legal Coordination
- Liaise with finance team for:
1.EMD (Earnest Money Deposit)
2.Performance Bank Guarantees
3.Pricing sheets and BOQs
- Coordinate with legal team for agreements, affidavits, and declarations
5. Vendor Registration & Empanelment
- Manage agency registrations across government departments and PSUs
- Track empanelment opportunities for long-term business
- Maintain relationships with procurement bodies
6. Post-Submission Follow-ups
- Track tender status, clarifications, and corrigendum
- Participate in pre-bid meetings and presentations
- Handle queries raised by authorities
7. MIS & Reporting
- Maintain database of:
1.Submitted tenders
2.Win/loss analysis
3.Revenue pipeline from government business
- Provide weekly/monthly reports to leadership
Required Skills & Qualifications
- 1-2 years experience in government tendering / bid management/ documentation
- Strong understanding of procurement processes in India
- Understanding of portals like GeM (Government e-Marketplace) and e-tender platforms
- Excellent documentation and attention to detail
- Ability to work under tight deadlines
Good-to-Have
- Experience in advertising / media / marketing agency
- Knowledge of BOQ pricing and cost structuring
- Familiarity with government departments (DAVP/Bureau of Outreach & Communication, PSUs,Ministries)
